Preface
We all have to deal with bureaucrats and it is a real pain. We are
passed from ministry to town hall,from reign to reign,from department
to department; our letters are not answered, our phone calls are not
returned, our files go missing; the computer is down,the person we are
dealing with is off sick, on leave or simply 'not at her desk'
whenever we ring;our application arrived too late,the information is
not available,we filled in the form incorrectly and we must re-apply
after the start of the next financial year.
It seems like a unwinnable battle. It is nothing of the kind.
Bureaucrats are inmensely vulnerable in all sorts of ways and to
piecre their armour all you need is some insight to their mental
processes and a working knowledge of the tactics and techniques that
will give you the best chance of victory.That is what this book sets
out to provide.
It is not actually all that difficult.There are general
principles.(e.g. attack decisions, not people and always give
officials and honourable way out )and there are rules for guidance in
specific skills such as telephone conversations (e.g. always get the
name of the person you are talking to )writting letters(e.g. always
write to the top person and address them by name ),attending meetings
,talking minutes,issuing press releases, holding press conferences,
organising petitions, and the more specialist activities such as
raising funds, reading between the lines of official documents and
conducting public demostrations.
